Can I cancel at any time?
Yes. Cancelling takes effect at the end of the period you paid for; you keep the plan until then, and nothing is deleted when the workspace returns to the Free plan.

Yes. Open Billing → Manage billing and cancel the plan. It takes effect at the end of the current billing period and you keep the plan, and its allowances, until then.
After that the workspace returns to the Free plan. Nothing is deleted: configurations, uploads, history and sites stay, and published content stays on your websites. Sites beyond the Free plan's limit are paused until you choose which stay active.
Deleting your account is different: a workspace only you belong to is deleted with it, and its plan ends at once, without a refund of the rest of the period (delete your account).
See billing and invoices, and can I get a refund? for the exceptions.
