A record write is one item that was successfully created or updated on one of your sites. Everything about the item (fields, categories, tags, images) is a single write, and the same item published to three sites is three writes.
These do not count: uploading, checking, previewing and reviewing a file, rows with errors, skipped items, unchanged items, failed attempts, automatic retries and the retry of an item that was already counted. So a weekly file in which 120 of 10,000 rows changed uses 120 writes, and a price list whose prices and stock already match the shop uses none for those products.
The button Publish N changes tells you exactly what a run will use before you press it. Details: plans, allowances and what happens at a limit.
