Is a Free workspace deleted if I do not use it?
Yes, after 12 months without a sign-in or an upload, and only after two emails. One click on Keep my workspace stops it, and a paid plan is never deleted for this.

Yes, but not without warning. A Free workspace that nobody has used for 12 months (no member signed in, no file uploaded, nobody asked to keep it) is deleted, and only after we emailed its owners twice: about 30 days and about 7 days before. Select Keep my workspace in either email, or just sign in or upload a file, and it stays.
A workspace on a paid plan is never deleted for not being used. Even a deleted Free workspace is kept 30 days, and its owners can restore it themselves in that time. What you published to your sites stays on them.
See a deleted workspace for the emails and the restore page.
