Does it work on a local, private or password-protected site?
No. Content Uploader must reach your site over the internet through a public HTTPS address, without a password and without redirects. Use a public staging copy instead.

No. The service connects to your site from the internet, so the site needs a public HTTPS address with a valid certificate, reachable without HTTP authentication, a maintenance page or an IP allow-list, and without redirects (the address you enter must be the final one). A site on localhost, on a private network or reachable only over IPv6 cannot be connected.
For testing, use a public staging copy of your site. A staging copy counts as a site on your plan.
