Can I publish the same file to two sites?
Yes, with one configuration for each site and content type. Each site keeps its own items and record IDs, and each write counts against your allowance.

Yes. A configuration publishes to one site and one content type, so make a configuration for each destination from the same sample file, and drop the file on each card. The two sites keep separate identities: the same record ID is a different item on each site.
Each item written counts as a record write on its own, so publishing 100 items to three sites uses 300 writes. A staging copy of a site is a site of its own.
