What happens if I upload the same file twice?
The second upload finds every row unchanged, says everything is up to date and publishes nothing, so nothing is duplicated and no allowance is used.

Nothing is published. The review compares each row with what was last published, finds every item unchanged, and the page says Everything is up to date: all N items already match the destination. Nothing needed publishing. No record write is used and nothing is duplicated.
If the first upload was never published (it was only reviewed), the second is a new review of the same rows, and you publish one of them. Two reviews of the same new rows cannot both publish: the second to be approved is refused as out of date and checked again.
See upload the next file.
