The actions below share one count per person. Every upload, every preview in the mapping editor, every Check again, Read again, Retry and Publish, and a few other buttons such as refreshing a site, add one to the same count. The count starts again a minute after the first request. Each button is refused once the count has reached that button's own ceiling:

So Publish can be refused although you pressed it once: ten requests of any of these kinds in the same minute are enough, and the previews of a busy minute in the mapping editor are many. Crossing a limit shows You've reached a limit that protects your account and your sites. Try again in … Your changes are still on this page. The time in the message is how long to wait. Nothing was sent or changed by the refused click.
